RAK DAO and Crypto in Ras Al Khaimah

What happened to RAK DAO, what its successor Innovation City can and can't license, and the two concrete ways crypto touches daily life in Ras Al Khaimah: RAKBANK's in-app trading and paying for RAK Properties homes with crypto.

Quick answer

RAK DAO, Ras Al Khaimah's digital-assets free zone, relaunched as Innovation City in September 2025. It registers Web3 and tech companies, but activities within the federal CMA's mandate need CMA approval first, so it does not license exchanges or custody. Residents can trade 21 coins in the RAKBANK app via VARA-licensed Bitpanda, and RAK Properties accepts crypto through Hubpay, settled in AED.

Licences checked against official registers

Ras Al Khaimah has taken a quieter, more specific route into crypto than Dubai or Abu Dhabi. It set up a free zone aimed at digital-asset companies, then rebranded it into a broader tech zone. Its best-known bank became the first traditional UAE bank to put crypto trading into its retail app. And its listed property developer lets buyers pay in crypto without ever touching coins itself.

What RAK doesn’t have is a crypto regulator, a crypto exchange office or a government that takes bitcoin for fees. This guide separates what is real and checkable from what was only announced or talked about.

From RAK DAO to Innovation City

RAK DAO — Ras Al Khaimah Digital Assets Oasis — was the emirate’s free zone for Web3 and virtual-asset businesses. On 18 September 2025 the Ras Al Khaimah Media Office announced that it had been relaunched as Innovation City (INC) (official release). The focus widened from digital assets alone to five starting sectors: Web3 and digital assets, AI, gaming, robotics and healthtech. Its CEO is Paul Dawalibi, and the government describes it as an AI-powered free zone.

The address is modest: Innovation City’s site lists its office in the RAKBANK ROC building on Sheikh Mohammed Bin Zayed Road in Al Rifaa. Like most free zones, it is a place where companies register, not where the public goes to buy anything.

People still search for “RAK DAO” by name, and plenty of setup consultants keep the old branding. If you see a RAK DAO licence offered today, it is an Innovation City licence.

What Innovation City licenses — and what still needs a regulator

This is the point most RAK DAO marketing glosses over. Innovation City is a business registration authority, not a financial regulator. It licenses non-regulated Web3 and technology activity: software and protocol development, research, consulting, digital content and similar work. Its own website is explicit that activities within the federal Capital Market Authority’s mandate must be submitted to the CMA, and cannot begin until the company has the CMA’s full licence or approval.

In practice that means a company in Innovation City cannot run a crypto exchange, hold customer assets in , broker trades or manage client portfolios on the strength of its free-zone licence. Those activities need the federal CMA (formerly the SCA) for onshore and northern-emirates business, VARA if the firm operates in or from Dubai, or the FSRA if it sits in Abu Dhabi’s ADGM. Vendor claims about RAK DAO company counts and same-week approvals circulate widely; we could not verify them.

It helps to compare Innovation City with Dubai’s DMCC Crypto Centre, which founders often weigh against it. Both are company-registration homes, not regulators. The difference is which regulator sits behind them: a DMCC company serving clients in or from Dubai needs a VARA licence, while an Innovation City company doing regulated work from Ras Al Khaimah looks to the federal CMA. The free-zone choice is about cost, location and community; the licence question is the same either way. Our DMCC Crypto Centre guide covers the Dubai side.

RAKBANK’s in-app crypto: coins, fees and who can use it

The most practical crypto product in Ras Al Khaimah is inside a bank app. RAKBANK launched in-app crypto trading for retail customers in mid-2025, initially by invitation, becoming the first traditional UAE bank to do so. The service is provided by Bitpanda: RAKBANK’s page names “Bitpanda Broker MENA DMCC”, while the VARA register lists Bitpanda Broker MENA FZCO (VL/25/03/001, broker-dealer); RAKBANK itself is not on the VARA register.

According to RAKBANK’s crypto page, you need a conventional RAKBANK AED current or savings account. You tap the Crypto tile in the app, choose the AED account, scan your Emirates ID, complete Bitpanda’s onboarding and trade. There are 21 cryptocurrencies, bought and sold directly in dirhams: BTC, ETH, SOL, XRP, BNB, LINK, TRX, ADA, ARB, UNI, OP, ATOM, FET, LDO, NEAR, FIL, AVAX, AAVE, ONDO, DOT and HYPE. RAKBANK Islamic offers bitcoin only.

A quick worked example on the standard tier: buying AED 5,000 of bitcoin costs AED 25 in fees. If that position later grows to AED 5,500 and you sell, the sell fee is AED 27.50. Swapping AED 5,000 of one coin into another costs AED 35 on the standard tier, or AED 17.50 for Elite and salary-transfer customers. The page does not state minimums or limits, so check those in the app.

The trade-off is choice and control. You get the convenience of AED moving inside your own bank with no external transfer, but the list stops at 21 coins (no DOGE, SHIB or PI), and RAKBANK’s FAQ states that holdings cannot be transferred to or from external wallets. Users who want , wider coin lists or typically use a licensed exchange. Our crypto-friendly banks guide compares RAKBANK with Wio, Liv X and Ruya.

RAKBANK and the AED stablecoin

RAKBANK has also received in-principle approval from the Central Bank of the UAE to issue an AED-backed stablecoin. Under the Central Bank’s Payment Token Services Regulation, dirham payment tokens from licensed issuers are the route intended for paying for AED-priced goods with crypto, since foreign stablecoins such as USDT cannot be used for that. An in-principle approval is not a launch; we found no confirmation that a RAKBANK dirham token is live or available to customers. Treat it as one to watch, not a product to use.

RAK Properties: paying for a home with crypto via Hubpay

On 1 September 2025, RAK Properties announced that buyers could pay with USDT, BTC, ETH and other major digital assets through Hubpay (company release). Hubpay is regulated in Abu Dhabi Global Market and uses VARA-licensed firms for the crypto leg. The crypto is converted into dirhams immediately and paid into RAK Properties’ account; the developer never holds digital assets. The announcement highlighted Mina, its beachfront community, where more than 800 units were due for delivery.

For a buyer, that structure matters. You are effectively selling crypto to a regulated converter, which will run and ask about — keep exchange statements and wallet history ready. The price, the contract and the registration are in AED. Conversion spreads are not published, so ask Hubpay for a written quote and compare it with selling on an exchange yourself and paying by bank transfer.

Our guide to buying property with crypto explains the conversion, escrow and paperwork in detail — the mechanics are the same in RAK, even though the guide’s examples are Dubai-centred.

Paying RAK government fees in crypto: what we could verify

You will find articles saying Ras Al Khaimah lets you pay government fees in bitcoin. The source is a 2023 report in which a lawyer said RAK DAO would explore accepting bitcoin and stablecoins for company registrations and rent. “Explore” is the operative word. We found no official announcement from the RAK government, Innovation City or the RAK DAO era confirming that government or free-zone fees are payable in crypto.

So the honest answer is: not as far as we can verify. If you are setting up a company in Innovation City, ask the free zone directly how fees can be paid, and expect the answer to be dirhams.

How RAK residents buy crypto if they don’t bank with RAKBANK

Outside RAKBANK, Ras Al Khaimah residents use the same licensed platforms as the rest of the country. VARA-licensed exchanges such as Binance FZE (free AED deposits via its ADCB rail, AED 10 withdrawals), OKX Middle East and Crypto.com serve residents across the UAE. Bybit’s federal entity, licensed by what is now the CMA, is designed specifically for residents outside Dubai and supports AED bank deposits from a personal account in your name.

Some residents also use global exchanges that accept UAE residents — CEX.IO, for example, holds a Gibraltar GFSC DLT-provider licence and US FinCEN MSB registration and sells by card or Apple Pay. There are no licensed crypto exchange offices or ATMs in RAK, and we would not drive to Dubai to use an unlicensed cash counter. Our how to buy crypto in the UAE guide walks through the full process.

What we would do in Ras Al Khaimah

If you already bank with RAKBANK and want a small, simple exposure to major coins in dirhams, the in-app service is the lowest-friction option — just know the coin list and the fees, and that it is built for convenience rather than control. If you want your own wallet, more coins or lower trading costs at size, open a licensed exchange account as well, and test a small deposit and withdrawal first. For a crypto-funded property purchase, get the converter’s quote in writing and keep every statement.

Crypto prices are volatile; a bank app or a licence does not protect you from market falls. Buy only what you could hold through a large drop.
