Quick answer

UAE residents use OKX Middle East Fintech FZE, VARA licence VL/23/12/003. It launched in October 2024 with an AED order book, so BTC/AED and USDT/AED trade directly. Published regular-tier fees for AED spot pairs are 0.10% maker and 0.135% taker. Retail derivatives access is restricted and requires extra eligibility checks.

Most exchanges available in the UAE quote everything in US dollars or USDT, which means your dirhams get converted somewhere along the way and you pay for it, visibly or not. OKX took a different route here: when it launched its Dubai entity in October 2024, it opened an AED order book. You can place a bid for bitcoin in dirhams and get filled by another trader in dirhams.

This review looks at OKX Middle East’s VARA licence, the published fee schedule for AED pairs, how AED deposits and withdrawals work, the rules around derivatives, and who OKX suits. We are an independent guide, and we mark clearly what we could not verify on OKX’s own pages.

Our verdict: The cleanest way to trade crypto directly against the dirham, with a published AED fee schedule under a VARA licence — less suited to beginners who just want a one-tap buy button.

OKX Middle East’s VARA licence

The UAE entity is OKX Middle East Fintech FZE. The VARA public register shows licence VL/23/12/003, issued on 17 September 2024 and Active. Its licensed activities are Lending & Borrowing, Management & Investment, Exchange services including virtual asset derivatives, and Broker-Dealer services.

OKX launched retail and institutional trading in the UAE in October 2024 with the AED order book as its headline feature, as Cointelegraph reported at the time. A licence that includes derivatives does not mean every retail client can trade them, as the derivatives section below explains.

The AED order book: why it matters

On most platforms, buying bitcoin with dirhams is a two-step trade: AED to USD or USDT, then USDT to BTC. Each step has a fee or a . On OKX’s AED order book you trade BTC/AED, ETH/AED or USDT/AED directly, so there is one fee and one spread.

It also means you can use in dirhams. If you want to buy USDT only at AED 3.675 or better, you can post that bid and wait, rather than accepting whatever an instant-buy screen quotes. For anyone converting salary into USDT regularly, that control adds up.

The trade-off is : AED books are thinner than the global USDT books. For very large orders, check the depth before placing a , or split the trade.

OKX fees for UAE residents

OKX publishes its UAE fee framework, effective 25 November 2025, on its help centre. At the regular tier:

ProductMakerTaker
Spot AED pairs0.10%0.135%
Spot Group 1 (USDT pairs)0.08%0.10%
Futures (eligible clients)0.02%0.05%
Options (eligible clients)0.03%0.03%

A worked example: buying AED 20,000 of bitcoin on BTC/AED as a taker costs AED 27 in trading fees. Post a limit order that rests on the book and you pay AED 20 as a maker. Compare that with a card purchase at 2–3%, which would cost AED 400–600 for the same amount.

Notice that USDT pairs are slightly cheaper than AED pairs. If you are already holding USDT, trading BTC/USDT costs less than BTC/AED. If you start in dirhams, the single-step AED route usually still wins once you count the conversion you would otherwise make.

AED deposits and withdrawals

OKX’s own UAE help pages now spell this out. AED deposits carry no OKX fee and must come from a local UAE bank account in your name (e-wallets, Wise and Revolut are rejected); you can link up to five accounts. There are three routes: a bank transfer to your personal beneficiary IBAN, Pay by Bank (open banking), and Instant Deposit for Mashreq and Wio accounts on the web and Android app. OKX does not publish a deposit minimum; limits show on each payment method in the app.

AED withdrawals are free, with a minimum of AED 200. Up to AED 50,000 they arrive within 3 business days; larger amounts can take up to 5 business days.

Whatever the numbers, the rule is the same as everywhere in the UAE: send from your own account, receive into your own account, and keep a record of trades if you later deposit larger sums at your bank. Our bank transfer guide covers what to write in the transfer reference and how long the first deposit usually takes.

We found no data on an OKX AED P2P market for UAE residents; OKX’s dirham route is primarily the direct bank rail.

Derivatives: who can trade them

OKX Middle East’s licence includes derivatives, but VARA restricts which clients can access them, and its Rulebooks v2.0 (May 2025) tightened margin and leverage rules. Secondary sources describe OKX’s requirements for retail derivatives access as evidence of around AED 500,000 in assets, plus a knowledge test and a suitability assessment. We could not confirm the exact threshold on OKX’s own pages, so treat the figure as indicative and check in the app.

If you don’t meet the criteria, your account stays spot-only. That is not a downgrade so much as a guardrail: leveraged products can wipe out a position quickly, and VARA’s rules are written with that in mind.

Coins and features

At launch OKX reported 280+ tokens and around 480 trading pairs, which may be global figures; the AED pairs at launch were BTC, ETH and USDT. Beyond spot trading, the UAE entity’s licence covers Earn-type lending products and management services, and OKX offers its self-custody Web3 wallet as a separate app.

We could not verify whether OKX’s UAE entity lists Pi coin. Check the in-app search before depositing for a specific smaller token.

How to open an OKX account in the UAE

  1. Step

    Download the app and register

Use the official OKX app or website, select the UAE as your country of residence and register with email or phone. Turn on immediately.

  2. Step

    Verify your identity

Upload your Emirates ID (or passport) and complete the face check. Make sure your name matches your bank account exactly, because AED withdrawals only go to accounts in your own name.

  3. Step

    Complete the suitability questions

As a VARA licensee, OKX Middle East asks about your experience, finances and source of funds. These answers decide your investor classification and product access.

  4. Step

Link a UAE bank account and deposit AED

Add your UAE bank account in the AED deposit section and transfer from it. Start with a small amount to confirm the first transfer before sending more.

  5. Step

    Trade on the AED book

Open BTC/AED or USDT/AED, choose limit or market order and place your trade. Use limit orders where you can: you pay the lower maker fee and control the price.

Safety and custody at OKX

OKX publishes monthly reports for its main assets, and as a VARA licensee its Dubai entity must keep client assets segregated and client fiat in a client account at a UAE bank. Coins on the exchange are still held in by OKX, so long-term holdings belong in a wallet you control; see our wallets guide.

OKX’s global group settled with US authorities in February 2025 over unlicensed money-transmitting activity, which is worth knowing as background; the UAE business runs through the separately licensed Dubai entity.

OKX or Binance for dirham trading?

These are the two exchanges UAE residents compare most often, and they win on different things. OKX’s strength is the trade itself: a dirham order book with a published fee of 0.10% or 0.135%, so you know exactly what a BTC/AED or USDT/AED trade costs before you place it. Binance’s strength is the P2P market, the deepest in the country, plus free deposits and a flat AED 10 withdrawal via ADCB with a low AED 11 minimum. OKX’s own AED withdrawals are free but start at AED 200.

A practical way to choose: if you mostly convert dirhams to USDT or bitcoin and hold, OKX’s AED book with limit orders gives you price control and a cost you can calculate. If you withdraw small amounts often or rely on P2P, Binance’s low AED 11 minimum and 1–2 business-day withdrawals may suit you better; for larger sums, OKX’s free withdrawals cost nothing at all. Some people keep accounts on both and use each for what it does best; that is a legitimate approach as long as both accounts are in your name and properly verified.

One more angle: product scope. Both licences include derivatives, and both restrict retail access under VARA rules. If you are not planning to trade leverage, which most people shouldn’t, this difference matters less than the AED rails.

Our Binance review covers its side of the comparison in detail.

Who OKX suits

What works

  • VARA licence VL/23/12/003 (OKX Middle East Fintech FZE)
  • AED order book: BTC/AED, ETH/AED, USDT/AED without a USD step
  • Published AED pair fees: 0.10% maker, 0.135% taker
  • Free AED deposits and withdrawals; Instant Deposit for Mashreq and Wio
  • Limit orders in dirhams for precise USDT/AED conversions
  • Monthly proof-of-reserves reports

What to know

  • AED withdrawals take up to 3 business days, with an AED 200 minimum
  • Retail derivatives gated behind asset and knowledge checks (around AED 500k, unconfirmed)
  • AED books are thinner than global USDT books
  • No confirmed AED P2P market
  • Interface aimed at traders more than first-time buyers

OKX suits people who think in dirhams and want to trade like it: salary converters, regular buyers who use limit orders, and active spot traders who want a published fee schedule. It is less suited to complete beginners who want a single “buy” button and a short coin list.
